Supposedly he only saw a bag out there the first 3 times.
Why was he so sure that the bag was important without looking in it? 3 times he tells the police to look at it, he does not stick around to see if they did, then he goes back in months later and finally checks the bag himself. Does not make sense. How many trash bags are there in any area that has been flooded?
